炼油项目节能审查潜在问题分析及对策

摘要: 炼油节能审查面临工作深度和难度增加、地方节能审查亟需标准化和专业化、对炼油节能审查复杂性认识不足等新形势,在炼油能耗科学评价、综合能源消费量核算、通用标准在炼油能效评价中的适用性等方面存在典型问题。在分析新形势和梳理典型问题应对方案的基础上,提出了科学开展炼油节能审查的对策:一是研究建立符合炼油能源消耗与能量利用特征的炼油节能审查方法;二是研究制定炼油工程设计与运行过程节能审查的目标与要点;三是加快研究编制国家和行业技术标准规范统一炼油节能审查。

Abstract: The energy audit of oil refining projects faces increasing work depth and difficulty, local energy audit urgently needs standardization and specialization, and lack of understanding of the complexity of energy audit. There are some typical problems in the refinery energy audit, such as scientific evaluation of energy consumption of refining, accounting of comprehensive energy consumption, applicability of general standards in the evaluation of energy efficiency of refining. On the basis of analyzing the new situation and sorting out the solutions to typical problems, the scientific countermeasures carrying out energy audit are proposed: first, to study and establish a review method of refinery energy audit in line with the characteristics of energy consumption and energy utilization; second, to study and formulate the objectives and key points of energy audit of refinery engineering design and operation process; third, accelerate the research and compilation of national and industry technical standards and regulations, for unify the review of oil refining energy conservation.
