摘要: 石油化工项目设计中初步工艺安全危害分析是在设计工作中进行的基本安全分析,对各专业理解并沟通工艺及设备的安全危害和风险、明确安全要求有重要作用。初步工艺安全危害分析要根据工艺安全信息要素及相关标准要求,重点关注危险物料、危险工艺、危险设备、重大危险源及装置的相关经验教训等内容。初步工艺安全危害分析方法应当简洁、实用,具有可操作性和可追溯性。工作中可以采用收集基础资料、在工艺流程图和初步装置平面布置图标注危险物料及危险设备、编制物料安全数据清单及危险设备表等方式进行。设计单位应当在设计管理工作中重视和加强对初步工艺安全危害分析工作的管理。

Abstract: The preliminary process safety hazards analysis is the basic safety analysis carried out by design engineers in the petrochemical project engineering. It plays an important role in communicating and understanding the safety hazards and risks of the process and equipment and clarifying the safety requirements. On the bases of collecting and analyzing the relevant process safety information and the safety requirements of regulations and standards, the preliminary process safety hazard analysis shall focus on hazardous materials, hazardous processes, hazardous equipment, major hazard installations and safety experiences. The preliminary process safety hazard analysis method should be concise, practical, operable and traceable. In practices, it can be carried out by collecting basic information, marking hazardous materials and equipment on the process flow diagram and preliminary equipment layout drawings, and compiling hazardous material lists and hazardous equipment lists. Engineering corporations shall strengthen the management of preliminary process safety hazard analysis during engineering work.
