中国石化炼油工艺平稳性管理体系研究与实践

摘要: 为落实中国石化以精细管理促发展、平稳安全保发展的策略,立足企业管理现状,融合国内外石化企业先进管理经验和运行模式,创新性地提出并建立了一套针对炼油企业的工艺平稳性管理体系,并研发了相关支撑技术和管控平台,将报警评估管理、控制回路性能评估与诊断、PID(比例积分微分)控制参数整定等底层控制技术有效整合,全面提升炼油企业的精细化管理水平和本质安全。某大型炼油企业的应用结果表明,12套装置的时平均报警数降至6次以内、有效自控率由75.72%提升至98%以上,效果良好。

Abstract: In order to implement SINOPEC’s strategy of promoting development with fine management and ensuring stable and safe development, based on the current situation of enterprise management, integrating the advanced management experience and operation mode of petrochemical enterprises at home and abroad, a set of process stability management system for refinery is proposed and established innovatively, and relevant supporting technologies and management and control platforms are developed, and the alarm evaluation management, control loop performance evaluation and diagnosis, PID (proportional integral differential) control parameter setting and other underlying control technologies are effectively integrated to comprehensively improve the refined management level and intrinsic safety of refineries. The application results of a large refinery show that the number of alarms per hour of 12 units is reduced to less than 6 times, and the effective automatic control rate is increased from 75.72% to more than 98%. The effect is good.
