摘要:

梳理并分析了国内外防渗技术发展历程,归纳了防渗工程从概念到实施的过程。结合石油化工项目物料或污染物特点和国内工程实际需求,从环评导则、国家标准和企业标准三个方面剖析了污染防治区划分的重要性和必要性。石油化工项目防渗工程要同时兼顾技术可行、经济合理两方面,建立分区防控原则,针对不同的区域和部位,划分适宜的污染防治区。随着国家环保法规的完善,石油化工项目防渗工程应将保护土壤环境和保护地下水环境协调统一,同时兼顾土壤和地下水的双重防护要求。

Abstract:

By sorting out and analyzing the development history of anti-seepage at domestic and international, the progress of anti-seepage engineering from concept to implementation has been summarized. Combining the characteristics of material or contaminant of petrochemical projects and the actual needs of domestic projects, the importance and necessity of pollution control area division are analyzed from three levels: EIA guidelines, enterprise standards and national standards. The anti-seepage engineering of petrochemical projects should consider both technical feasibility and economic rationality, establish the principle of zoning prevention and control, and divide appropriate pollution prevention and control zones for different regions and parts. With the improvement of national environmental regulations, petrochemical projects anti-seepage engineering should harmonize the protection of soil environment and the protection of groundwater environment, while taking into account the dual protection requirements of soil and groundwater.
