Abstract: The domestic industry of hydrogen energy for fuel cell electric vehicles (referred to as: industry of hydrogen energy for FCEVs) is in a rapid starting stage. A series of standards have been issued in the construction, production, storage, transportation and use of hydrogen energy industry. From the perspective of infrastructure design of industry of hydrogen energy for FCEVs, the current situation and existing problems of safety standards of industry of hydrogen energy for FCEVs are analyzed. Problems existing in the construction of safety standards in domestic industry of hydrogen energy for FCEVs: ①few design standards; ②simple mutual reference, reference and translation of foreign standards lead to some design problems; ③the integrity of the safety provisions in the issued standards is insufficient; ④some regulations have potential safety hazards. It is suggested to speed up the establishment of infrastructure construction standards for hydrogen production by water electrolysis, nuclear hydrogen, liquid organic hydrogen carrier and green ammonia, and long distance hydrogen pipelines, accelerate the basic research of safety provisions in the design standards of industry of hydrogen energy for FCEVs, and constantly improve the safety provisions in the standards.

摘要: 国内燃料电池汽车用氢能产业(简称车用氢能产业)正处于快速起步阶段,在氢能产业的建设、生产、储存、运输、使用等方面颁布了系列标准。从车用氢能产业基础设施设计角度出发,分析了国内车用氢能产业安全标准的现状和存在的问题。国内车用氢能产业在安全标准建设方面存在的问题:①设计标准较少;②简单借鉴、参考、翻译国外标准导致了一些设计问题;③颁布的标准中安全规定的完整性不够;④某些规定本身存在安全隐患。建议加快电解水制氢、核能制氢、有机液体储氢和绿氨储氢、长输氢管道等方面的基础设施建设标准的制订,加快车用氢能产业设计标准中安全条款的基础研究,不断完善标准中的安全条款。
