Abstract:

There are some problems of VOCs treatment for domestic terminal loading, such as the terminal or berth is not equipped with VOCs treatment units, the ship is not equipped with VOCs collection units, and the ship shore safety is not in line with the specifications. This is related to the rapid change of domestic VOCs emission standards, the early construction of many oil tankers, and the differences in safety standards of domestic and foreign. Enterprises should raise awareness that no matter what situation they face, they should not discharge illegally. It is suggested that the country should try to unify the emission requirements for different industrial categories when formulating and revising VOCs emission standards. Through the early trial, it is suggested to revise JTS 196—12—2017 Technical specifications for the construction of terminal oil and gas recovery facilities(Trial) with full reference to the relevant standards of the International Maritime Organization and the United States, allowing the shipping steam treatment to choose not only inerting for flame-proof and explosion-proof methods, but also dilution or concentration methods.

摘要：

国内码头装船挥发性有机物(VOCs)处理存在码头或泊位未配套VOCs处理装置、船舶未安装VOCs收集单元、船岸安全不符合规范等问题，这与国内装船VOCs排放标准变化快、许多油船建造时间早以及国内外安全标准存在差异等因素有关。企业应提高认识，无论面对什么情况都不能违法排放。建议国家在制订、修订VOCs排放标准时，对不同工业门类应尽量统一排放要求。通过前期试行，建议对JTS 196—12—2017《码头油气回收设施建设技术规范(试行)》全面参照国际海事组织和美国相关标准进行修订，允许装船蒸气处理除了选用惰化防燃防爆方法外，还可以选用稀释或浓缩的方式。
